If you would like your Partial Images to be shown in repeat, even when only a single repeat is displayed, you should switch on Wrap Around Partial Image. 

To do this, go to the Layer Menu > Wrap around Partial Image. With this ticked, all Partial Images will be visible on the page, regardless of repeat settings.
